The Chicago Foreign Language Press Survey was published in 1942 by the Chicago Public Library Omnibus Project of the Works Progress Administration of Illinois. The purpose of the project was to translate and classify selected news articles that appeared in the foreign language press from 1855 to 1938. The project consists of 120,000 typewritten pages translated from newspapers of 22 different foreign language communities of Chicago.

    Business Difficulties.

    Severe accusations against the president of the "Original Vienna Bakery and Natatorium Co."

    Jacob Heissler and August Junge of the bakery company of Heissler and Junge, proposed yesterday the appointment of an administrator over the fortune of the "Original Vienna Bakery Coffee and Natatorium Co." at the Midway Plaisance. The complainants rest their proposal upon certain accusations, which were brought against Wm. Loeb, the president of the company, in a pending suit at the Circuit Court.

    According to statements in this writ, the company was organized in March 1892 by L. J. Kadisch, Henry A. Fleischmann and Wilhelm Loeb, with a stated capital of $200,000. There were 2,000 shares of $100.each issued. Of these, Phillip Lanth, a clerk in Loeb's office shall have bought 1,980 shares, although he knew, that he never would be able to pay the signed amount of $198,000.

    The complainants further declare, that they have been induced by the accused company to buy 50 of their shares under the condition, that all the bread used in their cafe will be bought from them. The signed up $5,000 should have been paid in, on the other hand the company committed a breach of contract, by not buying all the bread used, of their bakery. Besides this, President Loeb has made false statements in the books, and embezzled considerable amounts of money.

    The complainants fear, that the entire enterprise of the company might be closed as soon as the board of directors of the World's Fair learns about these alleged frauds. To prevent such an act, the complainants ask for a judicial appointment of an administrator.

    Broslawsky under $10,000 Bail.

    Wladimir Broslawsky, who was considered a very "useful" person by the Holy Synod, has many embezzlement charges against him. The convert, Wladimir Broslawsky, who was the right hand man of Schlifenbach, was yesterday held under $10,000 bail, while Federal agents were conducting an investigation of his shady activities.

    As it is known to the readers of the Courier, Wladimir Broslawsky, who flew to the bosom of Mr. Schlifenbach, had been recommended by the Holy Synod of Russia, as an extremely "useful" person.

    He was arrested for selling Russian passports to those, who wanted to return to Russia - passports that were absolutely worthless, and on which he had made a huge sum of money. However, since his arrest, many other crooked affairs of his were revealed. Masses of witnesses were questioned 2by States Attorney Sims and his assistants, in reference to this handsome man.

    Wladimir Broslawsky, as it was disclosed during yesterday's hearing, was also engaged in the business of dealing with young Russian men, who were called for regular government service. Having received large sums of money, he freed these young men from their duty of serving the Tzar. According to Russian laws, every Russian subject residing in the United States, may be freed from serving the Russian government if a medical commission at the consulate declares him totally unfit to serve the Tzar. Thus, the young men in the case, receive from the consul a white or blue ticket signifying disqualification. Mr. Broslawsky, who was only Mr. Schlifenbach's adviser and not an actual official, has handled this very skillfully. He composed the "medical commission," and handed out certificates. His hat decorated with an eagle, his good looks and his refined manner facilitated his preying upon the Russian subjects.

    Thus he was able to act under the guise of a consul, and the poor, fearful subjects of the Tzar trusted him and gave him all the money he asked for.

    Baron De Shilling, the present Russian consul in Chicago, and prince Nikolai Engalitchev, the Russian vice-consul, were also at the District Attorney's office, at the time the witnesses were cross-examined. They assisted the Federal agents in questioning those who were unable to speak English.

    The names of the victims of Broslawsky are not as yet officially revealed. The investigation was postponed until next Monday, but from all indications many Jews were trapped in his net. Mr. Broslawsky has been "at work" in Chicago for quite some time. It is believed that Mr. Broslawsky has many thousands of dollars.

    Regarding Jewish Prisoners at Bridewell.

    In reply to the request of the Daily Jewish Courier, that the Mayor of Chicago should do something to help Jewish inmates at Bridewell, for the Passover holidays, so that they should not be forced to eat Hametz (food not permitted to be eaten on Passover), or if necessary to let them go home for the holidays, the may sent the following reply:

    To the Daily Jewish Courier:

    The mayor received your letter, of the first of this month, and he authorized me to confer about the matter with Mr. Whiteman, superintendent of Bridewell. Mr. Whiteman informed me that there are about fifty to sixty Jewish inmates at Bridewell. In cases wherever possible, he would recommend them for a pardon. To others, Mr. Whiteman would allow Jewish charitable organizations to supply them with matzos. Mr. Whiteman would gladly buy the matzos in any place you would recommend to him, if the price is reasonable enough.

    There is no doubt, therefore, that Mr. Whiteman would carry out your wish. He would gladly do anything to help them, but he cannot allow the serving 2of wine to prisoners, because that would be against the rules and regulations of Bridewell. However, if you would not be able to come to an agreement with the authorities of Bridewell about the matter, the mayor would gladly appoint me or somebody else of his assistants, to talk the matter over with you.

    Judge Joseph Sabbath in Bridewell.

    Our most popular Judge Sabbath, conducted Yom Kippur services for the unfortunate Jewish prisoners in the Bridewell prison. The Judge happened to think that among the poor Jewish prisoners there were perhaps some whom he had sentenced and who would very likely, like to take part in the Yom Kippur services. He called up the jailer, Mr. Whitman, inquiring as to what the Jewish prisoners were doing on that holy day. The jailer replied that Yom Kippur day is just like any other day in Bridewell prison. Judge Sabbath immediately got in touch with Rabbi A. H. Levy and together they went to Bridewell, gathered all the thirty-six Jewish prisoners and conducted the holy Yom Kippur services for them.

    Rabbi Levy and Judge Sabbath chanted with the prisoners and together they cried and repented for their sins. After the services, the prisoners thanked Judge Sabbath and Rabbi Levy for their kindness and thoughtfulness in remembering them on this holy day.

    We tremble when we hear the word "orphan." We become shocked upon learning that this or that child was left parentless. The compassion for the orphan among us (Jews) is very great; it is so greatly developed that we are ready, at any time, to do everything possible, or even impossible, in order to alleviate the orphan's afflictions, to soothe the pain he feels through his bereavement.

    We built a Marks Nathan Orphanage costing over one hundred thousand dollars; we provide the orphans with clothing, shelter, and education, e. g., Hebrew, music, and manual training. We seek for the orphan, the best father that money can buy. We make a rumpus when we think that something in being neglected in the Marks Nathan Home. We are always 2ready to fight for the orphan. In other words, we exert every effort to see that the orphan lacks nothing.

    However, we fail to conceive the idea that there are children having parents, so-called, who are much more unfortunate than those having no parents, and these children we many call "living orphans."

    Yes, many children have parents and still are orphans. The parents do absolutely nothing for the spiritual development of their children. How many thousands of Jewish homes will we find in Chicago where parents take very little or no interest in the moral or spiritual condition of their children? How many thousands of Jewish families are there among us who permit children to lie about the streets until 10 o'clock at night?

    The street is the unfortunate place for these children. They pay strict attention to what other children do and among them are bad children who become leaders and in a short time they teach others ugly and profane words and vile acts. They also teach one another to steal, at first a piece of candy from a sow case, later something of more value, until they start picking locks, and consequently organize themselves into a gang of stick-up boys.

    And we see gangs of small Jewish boys - an organized group with a leader at the head - armed clubs, iron, and stones. One gang conducts war against another. These gangs of small children go out pirate chases. They capture small children, apparently as a joke, but they go through their pockets and take away their belongings.

    It isn't sheer fantasy. It happened that a mother sent the (Hebrew school) tuition fee with her child, and he entered the school crying and explaining that a group of youngsters held him up on the way and took away his money.

    Small children play dice for money. They gamble on the side walks for many hours after school until late at night. It would be very good if they were out doors playing harmless games, if they were under the supervision of an organizer. But since they do not have this, and since therefore they prowl about the streets freely, it would be far better to send them to Hebrew school where their time would be occupied.

    The children attending the Talmud Torah of private schools are not exposed to the street influence, but their number is so small in comparison with the number of Jewish children dwelling in Chicago.

    There are approximately 1,800 children enrolled in all the Chicago Talmud Torahs; five to six hundred children attend private Hebrew schools, and if we account for the two hundred children taking lessons privately we still do not reach the three thousand mark. This is the number of children in the city of Chicago, where 100, 000 Jewish families reside, who receive a Jewish education. The remaining thousands of children, who do not study Hebrew know very little or nothing of Judaism, and the majority of these children lie about and are brought up in the streets.

    When visiting the public schools, we see that from eighty to eighty-five per cent of the Jewish children are registered in the schools of the various districts of the city. But the question confronting us is: do these children study Hebrew? In one school, where 1,300 are registered, there are 260 non-Jewish and 1,040 Jewish children attending, which could fill up two Talmud Torahs like the Woller Street Talmud Torah. Where do these children receive their instruction in Jewish studies? Where are these Jewish children?

    You will see them on the side walks and streets. You will see them wandering from one corner to another. They have their gangs and their captains. In order to be occupied they start fights. They even commit such acts as would eventually lead them to become vagrants, and suddenly the father finds out that his son is charged with theft and picking locks, and he can hardly believe it.

    Every European father understood his duties in rearing his child. He sent him to Hebrew school; paid tuition for him. He sacrificed his life to raise his child as a Jew, as a respectable man of good manners.

    In his leisure time the father shared his company with the son. On the Sabbath and on holidays the father would examine the child's studies. He took interest in the child's conduct in the home, the synagogue, and the street. At each opportunity the parents taught the child how to conduct himself in society, when to speak and what to speak. On the other hand, the child always looked up to his father and obeyed him. There was always a strong spiritual relationship between father and son. The former would always influence the latter.

    The Jewish child in America knows no authority, no guide. The father works long hours and has no time for that which we call children's education in the higher sense of the word.

    How does the American father react towards his son? The father very seldom sees his son. He leaves early in the morning and when he comes home from work the child is either sleeping or out on the street. Neither Sabbath nor holidays exist. He is always on the hustle, bustle, harnessed down to his work just as the ox to its cart.

    And the poor mothers, who are enslaved, who have enough work to do in the house by preparing food and taking care of the babies, are highly pleased when the older children go out on the street to fulfill their hearts' desire.

    This is how the Jewish family appears - like a ship without a rudder and the Jewish child - a living orphan. The only remedy for such children is - as was mentioned - to have them occupied in order to keep them away from the streets, by giving them a Jewish religious and moral education. To attain this, a beautiful school with modern instruction is needed. We are also in need of more teachers.

    The Jewish teacher in America has a twofold mission to fulfill:

    1. To teach Hebrew.

    2. He should take the place of the child's father as a guardian, friend, and authority to whom obedience, love, and respect should be shown. In other words the Jewish teacher should be the father of this living orphan.

    The Hebrew school should supersede the home training. It is the only place where this child - the living orphan - acquires his knowledge of Hebrew. It is also the only place where he gets his religious and moral training, where he must get that which he lacks at home.

    And because our future depends upon the Jewish education given to our children we ought to register more children for Jewish studies. The more students we shall have in the Talmud Torah (the greater number of soldiers, the better the Jewish army the fewer Jewish names will be bound in the Juvenile Court records.

    The Talmud Torahs, which we have, cannot accommodate the number of registered students. There is no seating capacity for all these children whose parents want and demand that they be given a Jewish education.

    Observe closely: Poor parents register their children in Talmud Torahs to acquire a Jewish education and they are rejected due to a scarcity of seats.

    Do you know that we already have 621 students in the Waller Street Talmud Torah? Seventy-two (72) students in one class room! And it is merely the first week of the semester.

    We are more concerned with the orphan who is parentless than with the living orphan.

    By refusing to accept Jewish children in the Talmud Torah, we drive them out on the streets. We expose them to dissoluteness, and perhaps the result is that these turned-down children become thieves and it is also possible that with such conduct we turn them over to the missionaries who will certainly accept them with open arms.

    If a few Jewish children are sent to Pontiac, then we begin a rumpus by crying that the Jewish name is being ridiculed and disgraced! Please, worthy rabbis, wealthy Jews, welfare workers, the Chicago Jewish community, stop to think a while. You are evidently responsible for their presence there.

    Another Order Goes Bankrupt

    With the discovery that the general secretary of the Workmen's Circle is several thousand dollars short in his accounts, the list of embezzlement within Jewish orders was made more complete. There is practically no one Jewish order of national repute and devoted to insurance, from which the "big officials" did not commit theft. The only exceptions are small local organizations at whose head are men having a good reputation in their city and whose finances are not large enough to arouse one's temptation.

    It is absurd to say that one order is better and more honest than another. It occasionally happens that a highly respectable and honest man is at the head of an order and this probably insures better management for a short time - but for a short time only. If this good man wants to keep his office he must compromise with the leaders; at times he must overlook things and put the affairs of the order into the hands of the leaders and ask no questions. He is slowly dragged into the spider's web of dishonesty, and like the fly, he has no power to disentangle himself.

    A great number of good and honest persons entered into the ranks of lodge members with the sole object of reforming and placing the lodges on solid sound basis. Those of stronger character, to whom honesty is of more importance than public office and dictatorship, were forced to drop out 3and those possessing weaker characters joined the crowd and are the most dangerous of those trying to improve conditions.

    It is also erroneous to think that improvement can be brought about by changing the rules of the lodges. It is the system - the basic condition of the lodge system - which is rotten. The insurance offered by lodges is, what is called in America, a "wild cat scheme." It is somewhat like selling shares of gold mines that do not exist. They promise to pay as high as $500 for the purchase of each $100 share.

    The grand master comes to his order and speaks about compassion, about helping the orphans and the widows. He prates about Judaism, honesty, and justice, whereas the real system of the lodge is to rob the widows and orphans. Very few who are entitled to insurance from lodges receive the full sum. A large percentage must be deducted for a lawyer, deputy, or secretary and therefore the widow and orphan are bound to be robbed.

    There is not one Jewish order that is not several months in arrears with its insurance payments. All difficulties are placed in the path of the widow and orphan. Many months elapse before the orphan and widow receive their due sum. They must resort to law in order to secure their full amount of their insurance.

    Another order has gone bankrupt and another order will go bankrupt until the masses will become wise and put a stop to it.

    A Holiday Proclamation by Mayor Harrison

    The proclamation by Mayor Harrison has ended the campaign for the recognition of Jewish, Orthodox holidays by the national, state, county, and city governments. Congressman [A.] Sabath has prevailed upon the National Government to allow all post office employees and other Government officials time off from their work to observe the holidays of Rosh Hashanah and Yom Kipur. Mr. Jacob S. Labosky and Senator John Waage helped Governor Deneen secure State recognition of the Orthodox holidays. The various counties, headed by President A. A. McKinley, followed the rulings of the higher governments. The Mayor, in yesterday's proclamation, proclaimed the recognition of the holidays by the city government.

    Yesterday Mayor Harrison sent the following proclamation to all the heads of the city government: "The Jewish Rosh Hashanah and Yom Kipur will fall this year on October 2 and 3 and 11. These holidays are Holy Days according to the Jewish religion. You are, therefore, requested to excuse all employees of the Jewish 2faith in your department from their duties on October 2 and 3 and 11....."

    Judge Philip P. Bregstone will leave today for Joliet. He has been invited by Jacob S. Labosky, the attorney for the West Park Board, and Senator John Waage of 25th Senatorial District to officiate as the cantor and preacher in the penitentiary.

    Forty-five Jewish prisoners in Joliet will pray and hear Jewish consolations administered to them this Rosh Hashanah and Yom Kipur. Judge Bregstone was chosen because he is well-acquainted with the Orthodox rituals, hymns, and prayers. Besides he is one of the best national, Jewish orators.

    Mr. John A. Savanka, Clerk of the Probate Court, announced a letter to the Courier that it would be a pleasure to permit his Jewish employees to observe those holidays.

    Jewish Prisoners in Joliet to Perform Passover Ceremony

    Judge Philip Bregson and Mr. Harry A. Lipsky were in Joliet, May 22, to complete arrangements for the Passover services to be observed by the fifty Jewish prisoners there. Warden Ned Ellen welcomed them very courteously and gave them permission to do everything necessary for the preparation of the Passover services.

    The Warden declared that ever since last Rosh Hashonah and Yom Kippur when the Jewish prisoners had for the first time the opportunity to satisfy their religious cravings, their conduct improved by seventy-five per. cent.

    "We can easily see," said Mr. Ellen "that the fact that their brethren in the outside world take such an interest in them, has had a great moral effect on the Jewish prisoners, giving them a new outlook on life. They also gain the respect of those Jews who have become interested in their plight."

    In the evening, Judge Bregson and Mr. Lipsky addressed the Joliet Jewry in 2Stern's Hall, and showed the necessity of organizing a committee to perform the Passover cermony in prison.

    The Jews of Joliet have praised highly the liberal state of mind and human methods employed by Warden Ellen.
